"November 14, 2007. France's National Agency for Research (Agence nationale de la recherche, or ANR) adopted an OA mandate for ANR-funded research. " I believe that this is not a mandate, not at all. The title of the press release is very clear : "L'ANR incite les chercheurs à intégrer leurs publications dans le système d'archives ouvertes". That's an advice, a recommandation, not a mandate.
